Jeff created the firm based on the idea of progress, or zenshin in Japanese, to reflect the relentless march of ideas, technology and cultures that can impact any organization. How an organization responds to and manages progress can mean the difference between success and failure.

With over 10 years of experience at the executive and management levels of local governments in North Carolina, Jeff has led efforts of organizations to progress, whether it be technologically, financially, or culturally. Through the various projects and experiences he has amassed, Jeff has developed a unique set of skills that can provide great value for any organization that is faced with change and progress.

Highlights:

Completed business process improvement project that mapped all business processes related to financial procedures and processing. New policies and procedures manual produced along with all ancillary assets and training program for staff.

Managed executive selection process for non-profit to replace executive director using process to ensure proper fit with Board needs.

Aligned IT investments with business goals through creation and implementation of a four-year, organization wide strategic planning process to guide IT implementations.

Created and deployed initial web sites for two different organizations to establish an Internet web presence. In one case, this occurred in 1997 and placed the organization on the leading edge of the Internet business model. The other instance led to deployment of an advanced content management system, analysis of workflows, and development of policies, procedures, and training programs to accelerate delivery of information to stakeholders.

Boosted annual service revenues for line of business by over 40% in a single year from $1.4M to $2.0M through implementation of new billing system. Using modern technologies to replace legacy system and enabling electronic transactions, productivity of employees increased resulting in increased revenues with no increase in headcount.

Created a revolutionary decision matrix for prioritization of funding decisions related to capital and IT projects. System is used as a model in courses at UNC and is being adopted throughout North Carolina.

Initiated and led implementation of a pay-for-performance compensation system to replace a longevity based system. Resulted in increased morale of employees while reducing annual costs of pay increases by 15%.

Transformed a fragmented service delivery process distributed across three different departments and two different physical locations into a customer-focused, centrally located organization.

Negotiated collaborative agreement with 10 partner organizations to manage and fund the development and implementation of a geographic information system. Agreement was first ever to receive unanimous approval from all partners. Resulted in savings of approximately $200,000 to lead organization.

Implemented ERP systems for three different organizations Project phases included research, needs assessment, vendor negotiations, and project management during implementation. Significant business process analysis conducted to re-engineer workflow. Most recent system was projected to result in $200,000 in savings annually from changes in processes and procedures.

Developed strategy and policies to provide a framework for financial management. Led to successful maintenance of double-A credit ratings with Standard & Poor's and Moody's while similar organizations were being downgraded during economic recession.

Guided legal strategy in landmark court case regarding annexation law in North Carolina, eventually prevailing before the North Carolina Supreme Court. Jeff's theory and argument is now part of NC case law regarding annexations.

Jeff is a member of the NC Association of Certified Public Accountants (NCACPA), the Project Management Institute (PMI), and the International Association of Facilitators (IAF). He is currently a member-in-transition with the NC City-County Management Association (NCCCMA).

Jeff is a former member and chair of the board of the Alamance Partnership for Children, Inc. and served on the Board of that organization for eight years.
